Excerpt: Illicit Discharges and Improper Discharges. PG County has developed a program to detect and remove illicit discharges, address water quality complaints, investigate water quality problems, coordinated with County, state, federal agencies, conduct watershed surveys, and to involve industries and residential communities in improving water quality. The program includes: watershed inventories identification of physical, chemical, and habitat problems in streams field screening pilot studies to be expanded later to cover all outfalls use of land maps, plans, sewer information, etc. to identify potential problem outfalls coordinated effort with MDE to monitor permitted sites illicit connections investigations investigation of complaints from the public, other government agencies, and private organizations storm water maintenance inspections performed by the Site Development and Enforcement Section community liaison service for public outreach participation in the USFWS Submerged Aquatic Vegetation Survey (SAV) Interagency Coordination. To develop effective and efficient working relationships between regulatory agencies with overlapping authority, PG County will address and resolve the following issues: defining regulatory goals, minimizing or sharing costs, setting common goals and objectives, establishing work groups and technical committees, and developing comprehensive planning studies and work plans.
