Executive Summary: The Treasury Human Capital System for Accountability (HCSFA) is a single system for gauging the effectiveness of the Department?s human capital management programs. The intent of the system is to provide managers with meaningful data to make more informed decisions related to investments in human capital management programs. Key features of the HCSFA include a partnership between human capital and management, accountability management tools that are results-based and data driven, recognition of accomplishments and shared best practices, and implementation flexibility.
